now, this may well present a problem for john boehner's caucus, because john boehner sent a letter to the president this week with his own plan, which advocates what just might be the least popular policy in american politics. okay, maybe that's hyperbole. but just be a tiny bit, i mean, mandatory gay marriage, in which every single married straight person had to immediately divorce their spouse, and accept a state-assigned same-gender spouse to replace them would probably be more popular than what john boehner proposed this week. what john boehner is advocating is making medicare available to fewer americans. as it happens, there is brand-new polling out today on how americans feel about the idea of congress using these deficit negotiations to make cuts to medicare. 79% of americans say they do not want congress to touch medicare in these deficit negotiations. 79%. if you want to get specific about john boehner's proposal, what he wants to do to medicare is to raise the eligibility age from 65 to 67. and as it turns out, there is also recent polling on that specific proposal. and it

boehner is maybe 8 one billion. boehner was at 600 billion. but a major sticking point is not a number at all. a major sticking point is the debt ceiling you. might remember the debt ceiling, the dumb, anachronistic thing we have in which congress has to vote for the stuff that it has already bought. and if the vote doesn't go through, then america's economy goes boom. yeah. that one. that has become a huge problem in these negotiations. and for two reasons. first, a lot of republicans outside the negotiations on the hill, they have convinced themselves the debt court of appealing is their secret weapon. the way they see the negotiations going is this. mr. obama has leverage now because he really doesn't care if you go over the fiscal cliff or curb or slope, or whatever you want to call it. but in february we will hit the debt ceiling. and if we break through the debt ceiling we will unleash an economic hell on this nation. and no president would allow that, right? so that is republican leverage, as they see it. unlike them, obama is not willi

they are open to it in 2011 in the boehner/obama talks. they are open to it now. what's weird about this policy is it's always presented as the height of fiscal responsibility, even though it's kind of fiscally irresponsible, which brings us to the challenge. why raising the age does not save you very much money and is probably a bad policy idea in under two minutes. do we have the clock? let's do it. the argument for cutting 65 and 67 years old out of medicare in a deficit talk is simple. it saves money. the keizer family foundation estimates that when it's all said and done, the government could save $5.7 billion in the first year of that plan. but those 65 and 66-year-olds they don't disappear. they are still going to be here and they are even going to get sick sometimes, which means the savings we'd see by kicking them off medicare rolls will pop back up in the economy. it's not pure savings, it's a cost shift. first and foremost, you're going to see increased costs for seniors who will have to find another health insurer since medicare is huge and uses its ba

but boehner has been making tough moves. when it comes down to it he's going to agree to something with the president and it is not going to be able to pass his own conference. do you have any sense of what you think he's able to do and not do at this point? >> we come back again to the entitlement question. it's going to be easier for the caucus to swallow some tax rate increase if they have something to show for it. and the irony here, on a whole variety of issue, the democrats should be in favor of certain kinds of entitlement reforms. it's not actually that big of a give. on social security, as an example, democrats have won for the time being on privatization being completely off the table. there's a strong argument for trying to lock that in now as opposed to waiting and having that potentially come back. in addition, one of the big concerns here is doing too much fiscal austerity too soon. the more you did in the form of social security which can be phased in gradually over time, the lighter the load imposed in 2013.

as i mentioned last night, before the election john boehner proposed that revenues could be raised by this much. that's the pile of money there. after the election, which his party lost, he's now offering post-election this much new revenue. so his offer since losing the election got worse. that new offer came in a new outline of proposals that the republicans sent to the president in a letter yesterday. it's a plan that they describe in their letter as "a fair middle ground." here's what they consider a fair middle ground. we did this in chart form today. because it turns out it's really simple. and looking at it this way makes it simple. here's what they are offering. on the side of what the republican republicans get, the republicans get the tax rates they want, the medicare cuts they want, the trillion dollars in spending cuts president obama agreed to, hundreds of billions in additional cuts, ending the payroll tax break, ending jobless benefits and they get the opportunity to create a new debt ceiling crisis in a few months. that's on the republican side, what the republicans ge

. >>> the problem for boehner is, i oppose tax rate increases because tax rate increases cost american jobs. that gives you no room to give on rates. it is, by the way, not an original thought. who said this? the tax increase will kill job and lead to a recession and the recession will force people out of work and on to unemployment and actually increase the deficit. that's newt gingrich in 1993 on the clinton tax increase and those of us who were working on the other side of that tax increase, newt, have been waiting for your apology for 20 years for being completely wrong about that. >> i don't agree with you. >> but the economy soared. no one lost a job because of that tax increase. there was no recession. >> baloney. >> there was no recession. >> lawrence o'donnell on "meet the press" this weekend enjoying a long delayed accountability from former speaker of the house, newt gingrich. the reason that feels good to watch is because it's so rare and so satisfying to have real historical context and accountability on these self-serving power play of the moment. that is usually what the
